The sadistic cop is back to finish his revenge, and anyone who gets in his way ends up becoming a corpse. The plot is almost identical to the first chapter, and the actors are, in part, the same. One wonders if it's a sequel or a sort of remake. The answer is not important because the result is disappointing. Predictable, boring, and avoidable.
