Rookie cop Sam Staziak has a unique gift: he is a Scanner, which gives him the power to read the thoughts of others, and also to inflict great bodily harm. When a mad scientist begins using mind control to murder police officers, Sam realizes that only he and his unique gift can put an end to the mayhem.

Sam from a young age shows he is a "special" child: he is indeed a "scanner", who thanks to special psychic powers is able to read people's minds and control their will. As an adult, he enlists in the police to put his powers at the service of the community; he soon finds himself investigating a mad doctor, a neurosurgeon who manages to control people's minds and then uses them to commit heinous crimes. The subject of this fanta-horror is the same as the famous (and surely better) "Scanner" by David Cronenberg. School-level direction, discreet actors, some good splatter sequences but little originality for a film that, although quite fluid, "leaves nothing" to the viewer.
