When a family moves into a San Francisco apartment, an opportunistic troll decides to make his move and take possession of little Wendy, thereby paving the way for new troll recruits, the first in his army that will take eventual control of the planet. We soon discover Torok is the ex-husband of Eunice St. Clair, a resident in the building who was married to Torok.

The troll is an evil wizard transformed into a gnome by a curse. The demon lurks in a palace at the center of the city and, awakened from his eternal sleep, decides to make all men his slaves, transforming them into trolls or elves. To stop him, a boy with special powers who has recently moved into the building will take care of it... Produced by Charles Band for Empire Production, this is yet another attempt to "contaminate" the horror genre with fairy-tale and fantasy elements: the result is, however, a bad product. Ridiculous special effects and makeup (otherwise taken care of by the same director Buechler), approximate acting, and non-existent script! So bad that, in the end, it becomes funny; a trash movie in every sense. Curiosity: the character of the boy with magical powers, the protagonist of the film, is named Harry Potter, if Rowling (creator of the stories of the most famous wizard in the world) finds out, poor Buechler risks getting into serious trouble!
